The community development test is challenging for an intermediate small institution.  Financial institutions struggle with determining what volume of activity is sufficient and identifying opportunties.  The key to achieving a satisfactory rating in the CD test is being proactive and monitoring the institution's performance.  A community development plan will allow an institution to do this.  We'll be discussing key factors to consider when developing the plan and provide examples of qualifying community development activity.
